This tender is as advertised in the Government Tender Bulletin and the National Treasury eTender Portal.  This eTender serves as additional advertising of the tender and also makes the tender document available to interested services providers.

Bid evaluation criteria for functionality as contained in the tender document as well as the criteria provided for through the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2017 will apply in the evaluation and adjudication of this tender.

No online bids are accepted in respect of this tender.  Tender documents must be completed as stipulated in the tender document and tenders together with the required written submission must be placed in the Electoral Commission’s tender box as stipulated in the tender document.  No late tenders will be accepted.

A bidder’s tax affairs must be in order to be considered for tenders of the Electoral Commission.  A bidder’s tax compliance status is reflected on the National Treasury Central Supplier Database (CSD). A bidder's tax compliance status shall apply as it was at the time and date of the adjudication of the tender.  The tender shall ONLY be awarded to a bidder that is tax compliant.  The Electoral Commission verifies tax statuses against the CSD.  Any bid with a non-compliant tax status shall be rejected at the time of the adjudication of the tender.  Tax non-compliant bidders are, therefore, encouraged to continuously monitor their tax compliance status on the CSD and must ensure that their status reflects as tax compliant.  Bidders must resolve any pending tax matters with SARS timeously as it takes time for status changes to be effected from the SARS Tax Compliance System (TCS) to the CSD.

The Electoral Commission’s tender procedures are underpinned by specific rules, conditions and requirements.  These are included in the tender document and must be studied, noted and fully complied with when tender documents are purchased.  Non-compliance may lead to the disqualification of tenders received
